2.) Have the qualifications for that certain purchase.

No senseless posts please.
VERY POPULAR EXAMPLE: Posting a forum warning reduction EVEN IF YOU DO NOT HAVE A FORUM WARNING.

Administrators checking the purchase threads are having hard time because of some spams instead of seeing only the sensible ones.
